
Turnaround Downtown Pāhoa is a strategic initiative designed to use zoning and building codes to promote economic and workforce development in Puna. This effort is guided by the visions outlined in the Puna Community Development Plan and the Kīlauea Recovery & Resilience Plan. Our goal is to create a Pāhoa where residents can live, work, and play in a thriving, resilient community.

Recovery Goal: Residents of Puna live in harmony with ‘āina while promoting a sustainable vibrant local economy, healthy communities, and a viable transportation system that is accessible, friendly and safe for now and future generations.
Recovery Objective: Local Economy – Increase the number and diversity of income sources for residents that pay a living wage, including encouraging jobs and entrepreneurial opportunities that complement the ecology, culture, and evolving demographics of the island.
